There are a few reasons for this. First, the local banks know the market. Second, our local banks tend to be conservative and many do not sell their mortgages to Fannie Mae. This allows them some flexibility in their lending programs. Third, the staff of the mortgage departments in local banks know the process of home transfers locally allowing the transaction to proceed more smoothly.
